Teachers: How has the fixation on testing affected learning in your classroom?

My students' learning routines are constantly interrupted with tests for which, even if there were sufficient classroom learning time, we teachers haven't had nearly adequate time to refine instruction and provide feedback (we each have over 200 students). As pertinent as our tests may be, they and the testing schedules are imposed on us with no collaboration or consultation to coordinate teaching to testing. My students and their actual learning are at the bottom of the priority action list. They encounter content and skill-building in fragments, not in effective, integrated units needed for true learning. Need I mention fear of failure?
