Additional Programs Under NCLB

Reading Programs
Two major reaching programs are funded through Title I, Part B of NCLB. Reading First if targeted at grades K-3. States are required to submit applications to the U.S. Department of Education, and funds are distributed by formula. States must then competitively award grants to local education agencies. Early Reading First is targeted at children from birth to kindergarten. Local projects apply directly to the U.S. Department of Education and grants are awarded through a competitive process.

Safe and Drug-Free Schools
The Safe and Drug-Free Schools and Communities Act (SDFSCA) (Title IV, Part A of the ESEA) authorizes a variety of activities designed to prevent school violence and youth drug use, and to help schools and communities create safe, disciplined, and drug-free environments that support student academic achievement. 

Technology Education
The Ed Tech Program consolidates the current Technology Literacy Challenge Fund (TLCF) Program and the Technology Innovative Challenge Grant Program into a single state formula grant program (ESEA Title II, Pat D, Subpart 1). Under the Ed Tech Program, the U.S. Department of Education provides grants to state educational agencies on the basis of their proportionate share of funding under Title I, Part A. States may retain up to 5 percent of their allocations for state-level activities and must distribute one-half of the remainder by formula to eligible local entities.
