One provision of the NCLB law is that a paraprofessional may not provide any instructional service to a student unless the paraprofessional is working under the direct supervision of a teacher. What this effectively means is that paraprofessionals SHOULD NOT be working as substitute teachers in their regular assignment or in another classroom.
