Statement by American Federation of Teachers Legislative Director Tor Cowan(Correcting a May 22 Congress Daily article that mischaracterizes AFT’s
 position on charter schools)

Proposals in Congress that would allow existing state limitations on charter schools to be exceeded represent an inappropriate expansion of federal power. It is simply inaccurate to interpret our conversations with the National Alliance of Public Charter Schools on measuring student growth and innovative educational practices to mean that we support an agenda to pre-empt state laws governing charter schools.
