The Higher Education Program and Policy Council (PPC) is the official representative body providing advice and recommendations on higher education issues to the AFT executive council, which appoints members and chairpersons to the PPC. Three of the current higher education PPC members were elected by the AFT convention to serve as AFT vice presidents.

The PPC members represent the broad range of AFT higher education constituencies. The PPC meets formally three times a year, although the members are in contact with and direct the AFT higher education staff throughout the year on program and policy decisions.
