Delegates Address Higher Education Issues

AFT delegates adopted three resolutions that address issues crucial to higher education faculty and staff. The first promotes special treatment in the Higher Education Act for public institutions serving a large population of recent immigrant students. Speaking in support of the resolution, "Include Public Institutions Serving Recent Immigrants in Title III in the Renewal of the Higher Education Act," Professional Staff Congress member Anthony O'Brien noted the special dynamic at work in institutions like his, the City University of New York, which enrolls students from 145 countries speaking 115 native languages. Immigration is a federal responsibility, O'Brien noted. Delegates also adopted a resolution that sets forth standards governing the employment and compensation of part-time/adjunct faculty. "Standards of Good Practice in the Employment of Part-Time/Adjunct Faculty" deals with pay equity, hiring and employment practices, and the roles of part-time/adjunct faculty within the union. A third resolution affirms the union's support for the concept of shared governance, which guarantees all college and university employees a voice in academic decision-making. "Shared Governance In Colleges and Universities" addresses recent encroachments by college and university trustees and managers into standard academic practice. [Trish Gorman]
