AFT Vice President
Candice Owley, R.N. is currently the president of the Wisconsin Federation of Nurses & Health Professionals, AFT, AFL-CIO. She also serves as treasurer of the Wisconsin Labor History Society and is vice president of the Milwaukee Country Labor Council, AFL-CIO. Ms. Owley is also an executive board member of the Coalition of Labor Union Women.
Throughout her career as a nurse, Ms. Owley has been a part of many prestigious health-related appointments. They include: Wisconsin Citizen Action Health Care Task Force; State of Wisconsin Legislative Council’s Special Committee on Health, member; Mental Health Association, board of directors; Milwaukee County Emergency Medical Services Council, advisory board; Planning Council for Health & Human Services, Inc., member; State of Wisconsin Legislative Council’s Special Committee on Genetic and Medical Information, member; Congressman Gerry Kleczka’s Health Care Reform Advisory Council, member; Governor Tommy Thompson’s Heath Care Reform Summit, member; Health Policy Interagency Work Group, Robert Wood Johnson Foundation, member; Wisconsin State AFL-CIO Health Care Committee, co-chairperson; Wisconsin Nursing Coalition, member; American Red Cross, Milwaukee Chapter, board of directors; American Federation of Teachers Healthcare, AFL-CIO, national chairperson.
Ms. Owley also has many labor relation appointments including: U.S. Conference of Catholic Bishops Sub-Committee on Catholic Healthcare and Work; United Way Labor Participation Board, member; Wisconsin State AFL-CIO Legislative Committee, member; AFT National Legislative & Political Action Committee; Milwaukee Public Sector Labor/Management Council, secretary-treasurer and executive board; State of Wisconsin Labor/Management Council, member; University of Wisconsin-Extension School for Workers Labor-Faculty Advisory Committee, member; Wisconsin Industrial Relations Research Association, advisory board.
Her civic appointments include: Greater Milwaukee Committee, board of directors and member; City of Milwaukee Metropolitan Sewerage Commission, commissioner; City of Milwaukee Plan Commission, chairperson and commissioner; Wisconsin Women’s Network, representative; Milwaukee County Commission for 21st Century, commissioner; Wisconsin Advisory Committee of U.S. Civil Rights Commission, member.
Ms. Owley received her master’s in Public Administration from the National Labor College and a bachelor’s degree in Labor Studies from Antioch University. She received her nursing diploma from the Ancker School of Nursing in St. Paul, Minnesota.
