DUTIES AND RESPONSIBILITIES
Working under the direction of the human resources director, the confidential assistant director will be responsible for the administration of AFT’s pension plan and health and wellness programs. The incumbent will also be responsible for the development, coordination, deliverance and/or facilitation of training and professional staff development programs. The assistant director will also work on various human resources tasks based on the needs of the department and/or the organization. Duties and responsibilities include:
- Responsible for the administration of four money purchase pension plans, including acting as the primary liaison with a third-party administrator; serving as an agent for plan trustees and performing research and other duties as requested by the trustees; coordinating educational seminars and addressing participant concerns and questions; handling legal, insurance and audit questions as needed (in conjunction with outside council or other providers).
- Prepares, executes and distributes, with legal consultation, benefit documentation such as original and amended plan texts, summary plan descriptions, benefit agreements and insurance policies.
- Works with the director and employee representatives to develop, coordinate, deliver and/or facilitate delivery of training and professional development programs.
- Assists with developing and writing policies, procedures and correspondence as needed.
- Serves as evaluator for OPEIU Job Classification System.
- Assists with administration of staff collective bargaining agreements.
QUALIFICATONS
- Qualified candidates must possess a Bachelor’s degree with emphasis in Business Administration or Human Resources Administration. This position requires a minimum of five (5) years of proven, progressive responsibility in the HR field.
- Must possess knowledge of all federal, state and local ERISA laws and regulations as well as federal, state and local employment and benefit laws and regulations.
- Must possess basic knowledge of pension planning and administration; strong technology skills; outstanding interpersonal skills, confidentiality, discretion and tact; strong work ethic.
- Excellent interpersonal skills and verbal and written communication skills.
- Experience working in a unionized environment.
- Familiarity with employee relations and contract negotiations.
- Familiarity with human resource information systems (HRIS).
- CEBS, PHR or SPHR certification desirable.
